The call for applications for the 10th edition of the All-European International Humanitarian and Refugee Law Moot Court Competition, which will take place between November 18th – 21st 2025 at the Faculty of Law of the University of Ljubljana is now open!
ABOUT THE COMPETITION
The Faculty of Law organizes the All-European International Humanitarian and Refugee Law Moot Court Competition annually, offering students a unique opportunity to delve into critical issues of international humanitarian and refugee law. The competition, first organized in Ljubljana in 2016, is structured around a carefully crafted case study, developed in collaboration with the International Committee of the Red Cross (ICRC) and the United Nations High Commissioner for Refugees (UNHCR). The case study focuses on the most pressing and relevant legal questions, often inspired by ongoing global crises.
This competition aims to deepen students' understanding of fundamental principles in international humanitarian and refugee law by challenging them to solve real-world legal problems. Participants also refine their legal reasoning and advocacy skills, presenting arguments before experienced judges and expert panel members.
Before each round teams receive additional facts and are allocated roles that they have to present before the judges. Teams have limited time to prepare for each pleading. The preliminary and quarter-final rounds of the Competition involve simulations of meetings between the parties to the conflict and various international organisations, as well as between other State and non-State actors. In this stage, competitors address topical issues in the field of international humanitarian law, and international refugee law. The semi-final and final rounds involve a simulation of the criminal proceedings before the International Criminal Court (one team acted as the Office of the Prosecutor, the other as the Public Counsel for the Defence).

to take place at the Faculty of Law, University of Ljubljana (Slovenia)
on November 18th – 21st 2025,
organised in cooperation with
the International Committee of the Red Cross (ICRC) and
the United Nations High Commissioner for Refugees (UNHCR).
EARLY BIRD APPLICATION DEADLINE: AUGUST 31st 2025
Teams that apply on or before August 31st 2025, are also eligible to apply for financial support of the ICRC to cover the costs of accommodation during the competition. Limited funds are available to support participating teams. Only applications sent to ihlrefugeemoot@pf.uni-lj.si, accompanied by (1) a letter from the university, stating that it cannot cover the costs of accommodation, and (2) a statement as to why the team cannot obtain financial support for the costs of accommodation from other sources, are to be considered. All submitted documents have to be in the English language. After the selection procedure, teams shall be notified of the outcome in early September 2025.
FINAL APPLICATION DEADLINE: SEPTEMBER 30th 2024
Who may apply? All European universities, teaching International Humanitarian and Refugee law. Each University can apply only with one team, composed of a minimum of two and a maximum of three law students (1st or 2nd Bologna level or equivalent) and a coach or academic supervisor.
For this year’s edition of the competition, each team must also submit a two-page memorandum answering the evaluation question indicated in this call. The organisers will assess the memoranda and, based on the overall score, select the top 12 teams for the oral part of the competition, which will take place in Ljubljana, Slovenia.

- names and surnames of student competitors and their contact details (email);
- name and surname of a coach/an academic supervisor;
- university affiliation;
- a two-page memorandum on the evaluation question posed (September 30th 2025, for all teams!).
The early bird application fee is 200 EUR per team. The regular application fee is 300 EUR per team. Refreshments will be provided by the organisers. Other costs of participation are to be borne by the teams themselves.

Evaluation Question (max. 1500 words, including footnotes)
The President of the Republic of Ara has approached you, as her legal advisor, for a legal opinion concerning the planned use of a new artificial intelligence (AI) powered loitering munition by the Armed Forces of Ara in ongoing military operations between Ara and Rutania. This newly developed AI technology was designed to autonomously distinguish between combatants of Aran and Rutanian ethnicity based on biometric, linguistic, and behavioural data. The aim of this technology is to identify and automatically target Rutanian forces on the battlefield.
Following reports that this AI technology might be utilised, a significant number of ethnic Rutanians fled Rutania and sought international protection in the neighbouring state of Icaria. Icaria has raised concerns regarding the status of those Rutanians, both civilians and deserters, fleeing from conflict.
Your memorandum will serve as the basis for the President’s policy decision on the usage of this AI technology. Indicate whether the usage of the proposed AI technology is consistent with existing international humanitarian and refugee law. Please raise any additional legal concerns you deem relevant.
9th ALL-EUROPEAN INTERNATIONAL HUMANITARIAN AND REFUGEE LAW MOOT COURT COMPETITION
The Faculty of Law of the University of Ljubljana hosted the 9th edition of the All-European International Humanitarian and Refugee Law Moot Court Competition from 19 – 22 November 2024.

Before each round teams received additional facts and were allocated roles that they had to present before the judges. Teams had limited time to prepare for each pleading.

Before the commencement of the Competition a Regional Meeting of University Professors of International Humanitarian Law from the Central and South-Eastern Europe and Meeting of Professors of International Refugee Law and International Humanitarian Law took place. Moreover, teams were invited to attend the Commemoration of the 70th anniversary of the 1949 Geneva Conventions and an international conference titled Displacement in times of armed conflict: How international humanitarian law protects in war, and why it matters.

Before the commencement of the Competition a Regional Meeting of University Professors of International Humanitarian Law from the Central and South-Eastern Europe and Meeting of Professors of International Refugee Law and International Humanitarian Law took place. Moreover, teams were invited to attend the International Conference Migration and Displacement: Complementarity and Gaps in Legal Protection. Panellists at the conference were professors from different European Universities and representatives of the International Committee of the Red Cross who addressed issues of legal frameworks for protecting migrants, refugees and IDPs, and protection of migrants and refugees in transit.

2ND ALL-EUROPEAN INTERNATIONAL HUMANITARIAN AND REFUGEE LAW MOOT COURT

The Faculty of Law of the University of Ljubljana organised the 2nd edition of the All-European International Humanitarian and Refugee Law Moot Court Competition from 21 – 25 November 2017.

RELEVANT INFORMATION
The Moot Court Competition was based on the Case Study, providing for relevant facts of the case concerning a fictitious armed conflict.
The preliminary phase of the Competition involved simulations of meetings between the parties to the conflict and various international organisations, as well as between other State and non-State actors. In this stage, competitors addressed topical issues in the field of international humanitarian law, e.g. nature of an armed conflict in the event of a proxy war and legality of the use of particular weaponry, and international refugee law, e.g. legality of the closure of borders and refugee status in the event of a civil war.
The semi-final and final rounds involved a simulation of the criminal proceedings before the International Criminal Court (one team acted as the Office of the Prosecutor, the other as the Defence Team), and thereby addressed also fundamental issues of international criminal law.
11 teams from 10 different countries participated (Czech Republic, FYR Macedonia, Georgia, Greece, Hungary, Poland, Serbia, Slovenia, The Netherlands, and Turkey).
Teams from Slovenia (University of Ljubljana), Poland (University of Silesia), Serbia (University of Belgrade), and Georgia (Javakhishvili Tbilisi State University) reached the semi-final rounds. The latter two teams reached the final round.

Additionally, the teams were invited to attend the Lecture on Pleading before the International Criminal Court, delivered by Ms Beti Hohler (ICC).

Before the commencement of the Competition, the teams were invited to attend lectures on FRA Fundamental Rights Report 2015 and The Safe Schools Declaration: Protecting Schools from Attack and Military Use. Additionally, a special trip to the premises of the Slovenian Army’s maritime division was organised, including a guided tour of the Slovenian patrol boat Triglav.
