Integrated Master’s Programme in Law

The study programme at the Faculty of Law is organized in accordance with the principles of the so-called Bologna reform. Since the 2023/24 academic year, it has primarily been offered as an Integrated Master's Study Programme in Law, which will gradually replace the two-cycle law programme. The programme is available on both a full-time and part-time basis.

The Integrated Master's Study Programme in Law lasts five years and comprises 300 ECTS credits. It is designed to provide students with the best possible foundation for taking the State Legal Examination, which is a prerequisite for entering traditional legal professions such as attorney-at-law, judge, or notary.

Upon successful completion of the programme, graduates are awarded the professional title Master of Laws (LL.M. equivalent). The resolution of the Senate of the Faculty of Law, University of Ljubljana, regarding the English translations of academic and professional titles is available through the relevant documents in both Slovenian and English.

The programme is based on modern teaching methods, a wide range of elective courses, and numerous academic and extracurricular activities (such as legal competitions, seminars, and summer schools). It combines broad and in-depth theoretical knowledge with the development of practical legal skills and competencies through activities such as legal clinics and project-based collaboration.

Students may complete part of their studies at partner universities abroad through various exchange programmes (e.g., Erasmus+). Examinations and coursework completed abroad can be recognized and credited toward the fulfilment of study requirements at the Faculty of Law upon the student's return. Objectives and Competences

Upon successful completion of the study programme, students are able to develop an in-depth and comprehensive understanding of individual fields of law, including their comparative and international dimensions. They understand law and legal rules at an abstract level and are capable of applying legal rules in various situations and contexts, using different methods of legal interpretation. Graduates are qualified to perform all legal professions that do not require passing the State Legal Examination and possess the knowledge necessary to further prepare for and successfully complete that examination.

During their studies, graduates acquire the following general competences:

  • Broad general knowledge, including knowledge of other social science disciplines, which provides a well-rounded education and constitutes a fundamental prerequisite for high-quality legal decision-making.
  • Specialized knowledge in all core areas of public and private law that form the basis of the State Legal Examination.
  • Knowledge and understanding of comparative-law, international-law, and European Union law perspectives across various legal fields.
  • The ability to transfer theoretical knowledge into practice through solving legal cases, including complex cases requiring the integration of different legal disciplines, and through drafting legal documents.
  • The ability to apply legal reasoning, legal syllogism, and legal argumentation.
  • The ability to communicate effectively, both orally and in writing, on legal matters, as well as to conduct basic legal research and identify relevant legal sources.
  • Social responsibility and a critical approach to social developments.
  • Commitment to the highest ethical standards of the legal profession.
  • Initiative and independence in decision-making.

In addition, graduates acquire subject-specific competences in various areas of law.

Theory of Law

  • Understanding and analysing factors influencing legal change.
  • Understanding classical and contemporary theoretical approaches to law and society.
  • Interpreting fundamental legal institutions from historical and sociological perspectives.
  • Critically reflecting on law and its nature, including ethical dilemmas associated with legal decision-making.

Criminal Law

  • Understanding the institutions of substantive and procedural criminal law.
  • Applying legal knowledge directly in judicial practice, including work in prosecution services, criminal courts, legal practice, and non-governmental organizations dealing with criminal justice issues (e.g., victims of violence, drug-related issues, human trafficking).
  • Applying legal knowledge in other areas connected with criminal law, such as prisons and social work centres.

Labour Law and Social Security Law

  • Interpreting statutory provisions in labour law and social security law using sound legal reasoning.
  • Applying legal knowledge in various forms of submissions and proceedings before employers, courts, administrative social security bodies, and in social disputes.

Civil Law

  • Understanding the fundamental structure of legal institutions in the fields of obligations, property law, inheritance law, and family law.
  • Analysing real-life legal cases and critically evaluating legal issues in these areas.
  • Drafting basic legal documents and legal transactions in family law.
  • Understanding and connecting fundamental principles and procedural rules of civil litigation and applying this knowledge in conducting or participating in court proceedings.
  • Drafting procedural submissions, legal documents, and judicial decisions.
  • Correctly applying national law and European Union law regarding applicable law, international jurisdiction, and the enforcement of foreign judgments.
  • Understanding special civil procedures and applying this knowledge in judicial proceedings.

Commercial Law

  • Conducting scholarly analysis of issues in commercial and competition law.
  • Drafting basic legal documents, including incorporation documents, partnership agreements, and submissions in competition law proceedings.
  • Applying legal knowledge in various procedural contexts.

Economic and Legal Studies

  • Understanding the economic environment within which legal rules are created.
  • Critically evaluating legal norms as tools for addressing economic challenges.
  • Understanding fundamental economic and legal instruments in the field of finance.
  • Applying knowledge directly in business enterprises and the public sector.

Administrative Law

  • Understanding institutions of administrative procedural law and applying acquired knowledge in administrative and administrative-judicial matters.
  • Representing public and private sector entities in administrative proceedings.
  • Critically assessing the consistency of practical conduct in the field of taxation with theoretical principles and legal requirements.
  • Interpreting environmental law provisions and applying legal knowledge within companies whose activities affect the environment.

Public International Law

  • Understanding institutions of international law in light of the circumstances of individual cases.
  • Applying legal knowledge when dealing with international legal issues in the judiciary, public administration, business entities, and various European and international institutions.

Constitutional Law

  • Understanding constitutional structures and procedural instruments of constitutional adjudication.
  • Interpreting and analysing the case law of constitutional courts and the European Court of Human Rights (ECHR) using legal argumentation.
  • Applying legal knowledge in drafting submissions to constitutional courts and the ECHR.
  • Participating in governmental and parliamentary procedures.

Legal History and Roman Law

  • Understanding the historical development and context of legal rules and principles.
  • Knowledge of the principal historical foundations of contemporary legal systems, including Roman law, the ius commune, customary law, case law, and legal doctrine.
  • Understanding methodological approaches to legal-historical research.
  • Evaluating legally relevant phenomena over extended historical periods.
  • Applying methods for reconstructing specific legal cases.
  • Developing analytical and synthetic skills and connecting legal solutions with concrete factual situations.

Call for Applications

Admission Requirements and Selection Criteria in the Event of Limited Enrolment

Applicants may enrol in the Integrated Master's Study Programme in Law if they:

a) have passed the General Matura (general secondary school leaving examination); or

b) completed any four-year secondary education programme before 1 June 1995.

All applicants must demonstrate Slovene language proficiency at level B2 according to the Common European Framework of Reference for Languages (CEFR) by submitting appropriate evidence.

Accepted proof of compliance with this requirement includes:

  • A certificate of passing a Slovene language examination at level B2 or an equivalent certificate;
  • A certificate of completion of primary education in the Republic of Slovenia or at a foreign primary school with Slovene as the language of instruction;
  • A Matura certificate or final-year secondary vocational education certificate showing successful completion of the subject Slovene Language;
  • A certificate of completion of bilingual secondary education (in Slovene and a foreign language) or foreign secondary education with Slovene as the language of instruction;
  • A higher education diploma awarded by a higher education institution in the Republic of Slovenia, together with a certificate or statement confirming that the programme was completed in Slovene.

Applicants who are taking or have completed the General Matura in the Republic of Slovenia are not required to submit proof of Slovene language proficiency, as this information is provided directly to the Higher Education Application and Information Service by the National Examinations Centre.

Selection Criteria in the Event of Limited Enrolment

Applicants under point a) will be selected based on:

  • General Matura results – 60%
  • Overall academic performance in the 3rd and 4th years of secondary school – 40%

Applicants under point b) will be selected based on:

  • Final examination results – 60%
  • Overall academic performance in the 3rd and 4th years of secondary school – 40%

The application and admission procedure for the first and second application periods is centrally administered by the Higher Education Application and Information Service of the University of Ljubljana.

External Elective Courses

Students of the Faculty of Law, University of Ljubljana, who wish to enrol in an external elective course must complete the prescribed application form and submit it, together with the approved course syllabus, by email.

The form must be fully completed, signed, and stamped by the responsible person at the host higher education institution. After successfully completing the course examination, students submit a request for recognition of the external elective course through the Student Information System (ŠIS), together with proof of completed obligations issued by the host institution.

Students from other higher education institutions may also enrol in selected courses offered by the Faculty of Law. For this purpose, they must complete the appropriate application form and submit it electronically.

Upon successful completion of the selected course, students receive a certificate confirming the completed academic requirements.

Completion Requirements

Students complete the Integrated Master's Study Programme in Law upon earning or having recognised 300 ECTS credits.

Upon completion, graduates are awarded the professional title:

  • Master of Laws (male graduate), or
  • Master of Laws (female graduate),

with the abbreviation mag. prava used in Slovenian for both titles.

Progression Requirements

To progress from the 1st to the 2nd year, students must complete at least 52 ECTS credits.

To progress from the 2nd to the 3rd year, students must complete:

  • all 60 ECTS credits from the first year, and
  • at least 54 ECTS credits from the second year.

To progress from the 3rd to the 4th year, students must complete:

  • all 60 ECTS credits from the second year, and
  • at least 54 ECTS credits from the third year.

To progress from the 4th to the 5th year, students must complete:

  • all 60 ECTS credits from the third year, and
  • at least 54 ECTS credits from the fourth year.

In exceptional circumstances, students may be allowed to progress under special conditions. Decisions are made by the Faculty's Committee for Academic Affairs in accordance with applicable legislation and the Statute of the University of Ljubljana.

Repeating a Year

Students may repeat a year of study once during their studies if they have not met the requirements for progression. A year may be repeated if the student has successfully completed at least 30 ECTS credits in that year.

Transfer to the Integrated Master's Programme

Transfer to the Integrated Master's Study Programme in Law is possible only from the same or a related study programme, defined as a programme from which at least half of the ECTS credits corresponding to the compulsory components of the programme can be recognised.

Withdrawal from the Faculty

Students wishing to withdraw from the Faculty of Law, University of Ljubljana, must submit the relevant application through the Student Information System (ŠIS) and deliver the signed form to the Student Affairs Office. The application must be accompanied by the student identification card and confirmation from the library that all borrowed materials have been returned.

Application Procedure

Applicants seeking admission to a higher year of study must submit an electronic application through the eVŠ online portal during the specified application period.

Conditions for Transfer

The conditions for transfer and the procedure for recognition of completed study obligations when transferring from the First-Cycle University Study Programme in Law (B1) to a higher year of the Integrated Master's Study Programme in Law are governed by the relevant regulations on programme transfers.

An information session regarding the completion of the B1 and B2 programmes and the possibilities for transferring to the Integrated Master's Study Programme in Law at the Faculty of Law, University of Ljubljana, will take place on:
