e-learning National Active Charter Training / e-learning National Active Training on the Charter of Fundamental Rights of the European Union
I. Project description
e-NACT is a project funded by the European Union, coordinated by the EUI Centre for Judicial Cooperation in Florence and involving 11 partners.
The e-NACT project aims to develop a methodology and training activities which, together with the expertise of the participating experts, will promote the creation and consolidation of a common culture of fundamental rights. To achieve this goal, the project will offer systematic, interdisciplinary, integrated, and combined in-person and e-training in the following areas:
- data protection;
- asylum and migration;
- freedom of expression and combating hate speech;
- children's rights;
- social rights in the field of labor law.
For training purposes, the e-NACT project will develop transnational platforms for confrontation and mutual learning between academics and judicial practitioners from different Member States. Through discussions with academics and colleagues from abroad on problems or good practices related to the application of the Charter of Fundamental Rights of the European Union, judicial practitioners will deepen their understanding of the Charter and become familiar with new instruments and concepts for its effective application. On the other hand, academics will transfer the experience gained to a project toolbox.
The e-NACT project runs from November 1, 2017, to October 31, 2019.
II. Activities
The e-NACT project will establish a simple training tool that will include traditional tools and e-learning tools. These will form the basis for 16 training sessions for national judges, lawyers, and other selected legal professionals. The project will promote judicial networking, which will increase mutual trust and cooperation among domestic judicial practitioners. In addition, the database of national case law established in previous projects will be expanded.
At least 422 judicial practitioners from different Member States will receive training. This number will be further increased through the training of the trainers themselves and by providing free online access to the training tools after the end of the project.
III. Expected results
- To raise awareness and capacity among judicial practitioners to use interactive judicial techniques as a means of improving the effectiveness of the Charter in the current areas of activity of the European Union.
- To develop a well-functioning training tool that will enable national training managers to transfer the knowledge acquired to judicial practitioners.
- Ensuring that the successful outcomes of past projects led by the European University Institute's Centre for Judicial Cooperation in Florence are used and updated.
Key results of the project
The main tools of the e-NACT training platform will be:
- 5 training curricula in selected areas;
- 5 online modules;
- 10 national training curricula;
- 16 training courses (6 transnational and 10 national);
- an expanded version of the database established in previous projects led by the EUI Centre for Judicial Cooperation in Florence;
- methodological guidelines for training.

V. Invitation to participate
As part of the project, a call for participation was published for judicial professionals (judges and lawyers) to participate in the following three transnational training workshops:
- 3-4 December 2018: child protection, University of Florence;
- 28-29 January 2019: data protection, European University Institute, Florence;
- 25-26 February 2019: migration and asylum law, European University Institute, Florence.
