Cerar Miro

Miro Cerar is a full professor and dean at the Faculty of Law of the University of Ljubljana, where he teaches theory and philosophy of law, theory of the state, and selected topics of comparative law. From 2001 to 2014, he also taught the basics of law at the Faculty of Social Sciences in Ljubljana and from 1995 to 1998 at the Faculty of Law in Maribor. In the summer of 1990, he was secretary of the expert group that prepared a working draft of the new Slovenian Constitution (the so-called Podvin Constitution) for the parliamentary constitutional commission. In 1991-1992, he was secretary of the constitutional commission, that prepared the acts of independence, the new constitution and the new electoral legislation. After that, in addition to his regular work at the faculty, he also worked as an external advisor on constitutional and other legal issues in the National Assembly until 2014. He participated in various expert groups preparing constitutional amendments, laws and other legal acts. From 1993 to 1999, he was a correspondent of the Center for the Study of Constitutionalism in Eastern Europe, based at the universities of New York, Chicago and Budapest. In 2008, he taught comparative constitutional law at the Golden Gate School of Law in San Francisco as a Fulbright Scholar and completed postdoctoral training at Berkeley Law School. From 2009 to 2012, he was first Vice President and then President of the Slovenian Judicial Council. From 2000 to 2023, he was selected as one of the ten most influential Slovenian lawyers 20 times in the annual selections of the portal Ius-info, and from 2011 to 2014, the users of the portal Tax-Fin-Lex chose him as the most influential Slovenian legal expert four times. He was Prime Minister (2014–2018) and Minister of Foreign Affairs of the Republic of Slovenia (2018–2020). As a professor and expert, he has participated in many domestic and international meetings and conferences. He is the author and co-author of several books and numerous articles in domestic and foreign scientific and professional journals.
