Project Description

The project presents a multidisciplinary analysis of minimum hourly rates in atypical forms of work. A legal analysis examined existing legislation that regulates minimum wages or minimum hourly rates in certain atypical forms of work, as well as the reasons and basis for their adoption. A comparative legal review was carried out, in which we sought solutions known in other European countries and the possibility of implementing them in Slovenian legislation. The economic analysis examined the formulas that set the existing minimum hourly rates in atypical forms of work and proposed formulas to determine a decent minimum hourly rate in other atypical forms of work. Field research was also conducted. These analyses will support legislators in setting minimum hourly rates for atypical forms of work, assessing their appropriateness, and offering other options. Setting a minimum hourly wage for atypical forms of work can also indirectly help combat hidden employment relationships, as employers often use such forms of work (albeit outside the legal framework) to obtain cheaper labor.
